POSITION DESCRIPTION

GENERAL DESCRIPTION:

The ERSEA Manager is responsible for the oversight and coordination of the eligibility, recruitment, selection, enrollment and attendance (ERSEA) processes in accordance with Head Start Program Performance Standards (HSPPS) 1302 Subpart A. Will assist and participate in the Program and Agency process to develop the community assessment and any needed updates.  Will gather and analyze data from a variety of sources.

 

SPECIFIC RESPONSIBILITIES:

  1. Plan processes and lead staff to participate in ERSEA activities and procedures.
  2. Using criteria established and approved by the Policy Council and Board of Directors in accordance with the Head Start Act Section 642, coordinates the selection of children for participation in the program.
  3. Assist Policy Council and Executive Board with the development of eligibility selection criteria and ensure approval by PC and Board.  
  4. Assist Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program to develop and establish eligibility selection criteria.
  5. Lead staff in recruitment activities to maintain full enrollment including an identified 10% wait list throughout the program year. This includes recruitment activities to achieve the mandated 10% of slots dedicated to children with disabilities.
  6. Responsible for certifying and cross training designated staff to certify the eligibility of all children enrolled in the program, in accordance with the Program’s approved eligibility priority criteria (EPC) and selection guidelines.  
  7. Report enrollment, wait list and attendance information to Director, PC and Board each month. 
  8. Attend and participate in Head Start Policy Council meetings, providing ERSEA data as required/requested. 
  9. Provide reports to Director for needed enrollment and attendance information requests as required by Regional Office.
  10. Revise, as needed, component plans, and policies and procedures.
  11. Track and monitor ERSEA systems to ensure compliance with HSPPS.
  12. Maintain confidentiality of all information.  
  13. Participate in Head Start training and career development activities. 
  14. Ensure that records are maintained and required reports are submitted on a timely basis. Under the direction/supervision of the Program Director, this includes monthly enrollment reporting to Office of Head Start through the Head Start Enterprise System (HSES) and the Program’s annual PIR (Program Information Report).
  15. Works collaboratively with Site Supervisors, PFCE Manager and other components as appropriate to implement strategies to meet or exceed 85% attendance mandate for the program’s children.
  16. Assists center staff in monitoring attendance, communicating concerns to the Site Supervisor.  Partners with PFCE Manager to lead center staff to follow program procedures to document absentee reasons for all children and to address child situations with chronic absenteeism.
  17. Partners with Component Managers and Site Supervisors to ensure classrooms have equal distribution of children with IEP, IFSP, health or behavior concerns, to the extent possible.
  18. To the extent possible, ensures Component Managers and Site Supervisors are aware of children with special needs entering the program prior to placement. 
  19. Oversight and coordination with the Special Needs Manager, of tracking and reporting of percent of cumulatively enrolled children with qualifying disabilities.
  20. Assist with data gathering, compilation and reporting for the community assessment document, participating in the agency/program process as directed.
  21. Responsible for maintenance of assigned areas of the Program’s reporting software (currently MyHS.com).
  22. Responsible for maintaining a high degree of professionalism.
  23. Works cooperatively with administrative staff and other agency personnel. 
  24. Leads and implements onboarding process for new hires within component area.
  25. Contribute to staff evaluations through sharing monitoring tools and compliance reports with Site Supervisors.
  26. Participate in the public sharing of communication supporting HS/EHS by relating the purpose and goals of the program to parents, staff and the general community and undertaking other public information activities as assigned.
  27. Understand responsibility of being a mandated reporter for Child Abuse and

Neglect. Will follow the approved program policy and procedure to immediately report suspected abuse or neglect of any child.  

  1. Maintain confidentiality as required by program Performance Standards and agency policy.
  2. Perform additional duties as assigned by supervisor.
 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Possess or obtain a minimum of an AA degree in early childhood, child development, social services or other related field with training and experience in family services. 
  • Knowledge of social service theory, methods and practices.  
  • Knowledge of Head Start eligibility and selection requirements.
  • Knowledge of all social and health resources in the community and the rights and responsibilities of an individual in applying for and receiving various services available.  
  • Demographic and geographic knowledge of the community.
  • Ability to develop and implement the ERSEA component as required in the OHS performance standards.
  • Ability to train and develop staff assigned to help with ERSEA processes. 
  • Ability to speak effectively in public.
  • Knowledge of the purpose, goals and objectives of the Head Start Program.
  • Obtain initial medical exam, and TB assessment within 30 days of employment. Complete a medical exam and TB assessment every five years following initial employment.
  • Pass background screen and child abuse/neglect screen, drug screen, and be subject to random drug testing.
  • Ability to conduct oneself in a manner projecting a positive image to the program, staff, agency, parents and community.
