GENERAL DESCRIPTION:
The Transportation/Facilities Manager is responsible for the oversight of the Transportation/Maintenance Supervisors and their coordination of the safety and maintenance of the Head Start and agency transportation services and agency facility maintenance services. The Transportation/Facilities Manager is also responsible for providing information and staff support to the Policy Council.
SPECIFIC RESPONSIBILITIES:
- Responsible for achieving the goals of the transportation components and providing safe, timely transportation for Head Start participants.
- Responsible for oversight of the Transportation Supervisors, assisting with planning, implementing, coordinating and monitoring the transportation services for the Head Start program.
- Responsible for ensuring that the buildings are properly maintained and in compliance with safety regulations.
- Responsible for ensuring that buildings meet all state child care regulations and federal performance standards.
- Perform repair and maintenance on buildings, storage facilities and equipment program wide.
- Perform remodels, refurbishing and repair of interior office spaces, classrooms and storage units.
- Move office furniture, fixtures and equipment within and between sites to support staffing changes, relocations, remodels and program expansion.
- Perform routine maintenance of all heating and ventilation systems.
- Perform minor plumbing and electrical repairs and maintenance.
- Monitoring site interiors and exteriors for safety hazards.
- Perform maintenance in order to keep outdoor areas from safety hazards, trash, weeds and other foreign materials.
- Perform regular maintenance and assist with the upkeep of outside areas, including lawns, landscaped beds, playgrounds and parking lots, to include weeding, mowing, landscape, trash and litter removal and anything else required to keep sites clean and neat.
- Perform repair, maintenance, upkeep, moving and transport of playground structures.
- Ensure that all records are maintained on each agency facility and submitted to the Central Office.
- Ensure maintenance requests are submitted for all work performed as directed.
- Documents, records, and informs staff of observations and information they have been privy to and which might affect a child in the Head Start program.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
- Become familiar with SCMCAA’s Personnel Policy manual and follow policies.
- Establish and maintain effective working relationships with the Head Start component managers and the required program activities.
- Assist in recruiting, interviewing and making recommendations for hiring competent staff.
- Ensure that pre- and in-service training is provided to all personnel.
- Ensure that all CDL drivers and other transportation staff are oriented and trained in order to obtain their CDL license and provide safe transportation services in a timely manner after being hired.
- Participate in Head Start training and career development activities.
- Participate in the Head Start public information program by relating the purpose and goals of the program to parents, staff, and the general community and undertaking other public information activities as assigned.
- Understand responsibility of being a mandated reporter for Child Abuse and Neglect. Will contact the Professional Development Specialist immediately if suspect abuse or neglect of any child.
- Perform additional related duties as assigned by supervisor.
KNOWLEDGE, SKILLS AND ABILITIES:
- Minimum of a high school diploma or equivalent.
- Knowledge of all applicable school bus safety regulations and procedures.
- Knowledge of applicable state and federal laws governing transportation of children.
- Knowledge of basic vehicle preventive maintenance.
- Demographic and geographic knowledge of communities.
- Possess valid license.
- Obtain a CDL class C driver license with school bus endorsement within 6 months of hire.
- Ability to communicate effectively.
- Exceptional organizational skills, and ability to meet strict deadlines with attention to detail and accuracy. To efficiently determine priorities of a complex work load.
- Ability to regularly lift up to 50 lbs.
- Obtain initial medical exam and TB assessment within 30 days of employment. Complete a medical exam and TB assessment every five years following initial employment.
- Pass background screen, child abuse/neglect screen, drug screen, and be subject to random drug testing.
- Ability to keep accurate records.
- Knowledge of all applicable building codes, safety regulations and procedures.
- Knowledge of applicable state and federal laws governing licensed child care facilities, including fire/safety and sanitation.
- Knowledge of basic building maintenance such as structure, electrical, and plumbing repairs.
- Knowledge of the purpose, goals, and objectives of the Head Start Program, including Head Start Program Performance Standards.
- Knowledge of agency purchasing policies such as obtaining bids/quotes, prior approval of purchases, and obtaining requisitions/PO prior to purchase.
